Brazil is passing through a critical period of its social, political and economic development. Recent changes in the political context tend to impact all public policies. In these circumstances, there are many constitutional obligations of the State, like social security, health, education, and other problems to face, as the increasing violence and social inequality. If by one side it is impracticable to diminish the responsibilities of the State, on the other hand, the tax burden is already hight. In this context, recent investigations which Dr. Tonelli conducted in Brazil show that a possible way to reconcile the state role in delivering public services and the fiscal balance is employing increasing efficiency in public administration. Some experiences of government innovation show that it is possible to improve the quality and efficiency of public administration and strengthen the capacity of the state to attend the social demands. From the Brazilian case, Dr. Tonelli will propose some reflections in comparison of the Romanian public administration”.
